Add a new recursively bound `current-minibuffer-command' variable

* doc/lispref/commands.texi (Command Loop Info): Document it
(bug#45177).

* src/callint.c (Fcall_interactively): Bind it.

* src/keyboard.c (syms_of_keyboard): Define
current-minibuffer-command.
